July 8, 2019 Special Meeting

The Lakota City Council held a special meeting on July 8th, 2019, at 12:33pm at the City Hall.  Mayor Russo called the meeting to order at 7:30 a.m. All Council Members were present, except for Member Rainsberry who was absent.  Audience members were city supt. Josh Ulland, city employee Kim Burkland and Engineer Brad Muscha.

Engineer Muscha provided the council with a price listing for the additional work items as requested.  Knife River’s cost came in at $128,420 for the entire work requested.

Engineer Muscha stated BND has no issues to close the loan until 2020, but the street assessment could be complete prior to the project being done.

Engineer Muscha stated he will provide the council with the special assessments for the project cost at $4.6 million and a separate assessment to reduce the project costs by $300,000.

Engineer Muscha stated the additional concrete work will be completed by Creative Concrete.

Member Solberg stated the patching has sunk by the Lakota School south of the alley.  Engineer Muscha stated he will review the area.

Member Vasichek stated he did not want to drag on the project any longer and the council should accept the additional work as it is and put it behind us.

Member Hess made a motion to accept the additional street improvement items from Knife River at the cost of $128,420 with a final completion date of September 1st, 2019, seconded by Member R. Mattern.  On a roll call vote, all members voting in favor.  Motion carried.

Mayor Russo instructed Engineer Muscha to contact Monster Lawn and Knife River to remove and replace the dirt left from the street project in people’s yards. 

Member Solberg stated the crack sealing areas were not complete and should be corrected prior to ship sealing. Engineer Muscha stated he will review the items before he leaves town.

Member Hess questioned if the sweeping prior to chip sealing will have a pick-up unit to dispose of the materials.  Engineer Muscha believed they would. 

Mayor Russo instructed the council if they see of any areas needing improvements or have complaints to please contact the engineer immediately.
